Arcana Xayah and Rakan
One half of a perpetually incomplete whole, Xayah has found her love not in the world of the Higher Arcana, but the Lower. As she strains to meet the fated Rakan and pull him upwards towards herself, their tension frays and forms discordant knots—setting the stage for something new.
One half of a perpetually incomplete whole, Rakan's fated love was not in the Lower World, but among the Higher Arcana far above. As the two rush to meet betwixt the lands of their birth, fate bubbles and boils over—a roiling sea from which a new order may emerge.

Concept:
I honestly don’t really understand Arcana’s lore and I find it visually impossible to differentiate between the higher and lower arcana but I can forgive that because I find Broken Covenant to be stylistically worse. Visually, Arcana simply appears more cohesive.
Several of Rakan's and Xayah's skins are based on the star-crossed lovers trope. With that being said, Arcana is at least unique in it not being good vs. evil like Broken Covenant or Star Guardian, but more of a hierarchical difference. It is interesting that in all of these instances, Rakan seems to be the one getting the short end of the stick.
All in all, I haven't really liked any of Xayah's or Rakan's skins since Elderwood but, for Arcana, at least, it is not at the fault of its concept.
Design:
I love the colors. I also love how Xayah’s cape ends are a little sharper than Rakan’s and how whole her cape goes from red to black, Rakan’s is the opposite and goes from black to red. I honestly think Rakan’s design has too much going on, especially in the top half, but it’s much more obvious in his chromas. I do like the stripe on his pants though.
Splash Art:
Thematically, their posing makes sense with Xayah being above Rakan and I do enjoy the half wing imagery with their capes. The issue is that it doesn't look good on the loading screen. The concept arts look so much better and while A is my personal favorite, I do love C's heart frame as well as the implication that Xayah succeeds in ascending Rakan so that they can be together.
Model:
I think Xayah looks absolutely wonderful, mostly staying true to her concept design. I really like the subtle cape changes as well but I’m very happy they kept the gold, feather-like layer at the top. I also quite like how Rakan’s arms turned out but some of the arm bracings do contribute to the noise. And, of course, Rakan wants to be loud and contrasting to Xayah, but I think in the context of this skin it’s better to rely on more subtle differences like the capes. I think having them look so similar and striving for that cohesiveness is done away by having to make Rakan “flashier” simply because he’s Rakan. And I believe that thought extends to their chromas as Xayah utilizes more muted colors in her clothing with occasional brighter hair while Rakan’s chromas are all bright and bold.
Chromas:
I'm not sure how chromas are made, but it's a little disappointing how the colors don't match well to each other despite the base skin accomplishing it fairly well. Something I especially enjoy is their contrasting capes, but the uncoordinated colors don't accomplish the same effect in their chromas.
Catseye: I can excuse the hair colors but Xayah's clothes are much more orange while Rakan's are obviously yellow with purple accents for no reason. His hair also looks really bad.
Obsidian: They look good individually but lack the matching colors.
Pearl: Much more cohesive. Probably their best chroma together. The colors on both are gorgeous and Rakan's hair looks wonderful.
Rose Quartz: Both are nice but the pinks don't match.
Ruby: I really don't understand this one as the base skins are already very red. Xayah just doesn't look good with blonde hair and Rakan has barely changed. Again, their clothes don't match with Xayah's being orange again while Rakan's are almost a pinkish red.
Sapphire: I actually quite like Xayah's. Once again, Rakan's hair looks terrible.
Tanzanite: Once again, the colors don't match. Xayah's is more of a magenta while Rakan's is a much clearer purple. I dislike his hair.
Turquoise (Xayah): Pretty nice.
Emerald (Rakan): Emerald chromas aren't really supposed to look nice, but it's decent.
The biggest issue is that the colors simply don't match and that in giving Rakan the Emerald chroma, they each have a chroma that they cannot match with their partner. I think they did a really good job of contrasting Xayah's hair with her clothes and I appreciate how the colors are quite simple. Rakan, on the other hand, suffers a lot from the two-tone hair and it becomes difficult to make it look nice. Similarly, his much more decorated and complicated attire makes the many accents sort of overtake the chroma. I think the most obvious example of this is in their Sapphire chroma where while Xayah's yellow accents are more minimal, Rakan's are so prominent that they have to extend to his hair.
Animations:
No new animations aside from individual recalls. No new joint recall.
I really love Rakan's recall individually. Xayah's is extremely similar to Ahri's with her spreading out the tarot cards and picking one but their differences in personality are evident.
VFX:
I think Rakan's passive effects are beautiful with the red and yellow colors. My favorite ability is probably his W (Grand Entrance). I really enjoy the inclusion of the apple tree that's also present in their splash art, alluding to Xayah's efforts to ascend her lover as well as, of course, the first sin. I also love the charm effects from his R (The Quickness).
Xayah's particle effects are also beautiful. I really love her E (Bladecaller) root effects with the tarot cards floating around her opponent. Similarly, their inclusion in her R (Featherstorm) is also gorgeous.
Rakan's glowing effect on his cape is so well done and I really enjoy how the patterns on both of their capes appear to be moving down like stars falling from the sky with Rakan's being much more rapid than Xayah's. I think it's a wonderful detail. The visual effects are by far the highlight of these skins.
SFX:
Nothing too revolutionary, but they’re nice. You’ll most likely notice the visual effects more but I believe competent sound effects are the backbone of good visual effects.
Voice Over:
No new voice overs.
Value:
I personally would never buy this skin nor Broken Covenant. I think it's ridiculous that you can't get its full value if you choose to play the game effectively and utilize their Lover's Leap passive. I think it's even more ridiculous that Riot not only ignored this feedback, but did the exact opposite and completely scrapped their joint recall animation. I'd like to mention the Redeemed Star Guardian skins but I believe it warrants its own post.
I believe the precedence of Rakan and Xayah having unique joint recall animations was first set with their Sweetheart skins (their release skins, Cosmic, uses the base animation). In that skin, the animation is much simpler than their individual recalls, but still sweet and new. I'm not expecting them to make every new joint recall as elaborate as Elderwood's, but to scrap the idea entirely when Sweetheart Rakan and Xayah exists makes it seem like they're giving up.

ABS-CBN's Franchise Death rings the death knell of Press Freedom?

JULY 10, 2020 marked the beginning of the death knell of Press Freedom after the House of Representatives tolls the ABS-CBN's franchise application to a dire conclusion. Voting with 70 yes, 11 no, 1 abstain, and 2 inhibits, the House of Representatives denies franchise renewal of the Kapamilya network.

The network, which is the largest media conglomerate in the country, faced the threat of a network shut down due to its expired franchise on March 30, 2020.
This was when Solicitor General Jose Calida also filed a Quo Warranto petition in the Supreme Court against ABS-CBN claiming that the corporation is partly-owned by foreigners. ABS-CBN rebutted this claim saying that Philippine Depositary Receipts or PDRs do not refer to ownership, but rather, investments to sustain the corporation's growth.
After ABS-CBN being killed off-air, over 10,000 employees lose their jobs, and subsequent consequences may be feared. With the renewal of their franchise being blocked, organizations and journalists see this as proof of the vindicativeness of the government.
What are the violations of the network as stated in the argument debated over during the span of 12 hearings?
•Critics had accused ABS-CBN of illegal foreign ownership.
➡ Justice Undersecretary Emelline Aglipay-Villar testified in the hearings that ABS-CBN Corporation chairman emeritus Eugenio "Gabby" Lopez III is a Filipino because his parents are Philippine citizens, said Zarate.
DOJ: ABS-CBN's Gabby Lopez Filipino citizen from birth. Lopez earlier told congressmen that he was also a dual American citizen because he was born in the US.
"There’s no distinction made between pure Filipino and dual citizens" when it comes to participation in mass media, said Bayan Muna Party List Representative Carlos Zarate, quoting Justice Assistant Secretary Nicholas Ty.
The Securities and Exchange Commission also testified that "a dual citizen is 100 percent Filipino," Zarate added. SEC agrees, dual citizens are '100 percent Filipino'
• Accusation on the Foreign Ownership
➡SEC Commissioner Ephyro Luis Amatong, noted by Zarate, stated that ABS-CBN's Philippine Depositary Receipts "do not reflect transfer of ownership to foreigners."

➡Contrary to allegations of tax irregularities, the Bureau of Internal Revenue testified that the network regularly settled taxes and is one of the country's top taxpayers. Before the votation of the House of Representatives happened, the Technical Working Group (TWG) of the Committee on Legislative Franchises after their findings and recommendation which was contained in their 40 pages TWG report, recommends to deny new franchise for ABS-CBN. Consequently, 70 representatives vote "yes" to the denial of their franchise, while 11 representatives stand in favor of ABS-CBN franchise renewal; 2 inhibit, and 1 abstain.

The Battle for Press Freedom

When Covid-19 hits the Philippines, the economy went down. The struggle for life, food to survive and the freedom to know has been crucial. News provides necessary information that we need to be able to understand the virus, to know what are the do's and dont's. But the government deprived this country the freedom to know when they chooses to imprisoned Miss Maria Resa and denying ABS-CBN to renew their franchise amid the Covid-19. "This is a big blow against press freedom in our country and deprived millions of Filipinos of new, entertainment and assistance!" Rodriguez said in a Viber message. (Cepeda, 2020)
There's no exact law that protect and uphold press freedom in the Philippines but there's the 1987 CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES – ARTICLE III. The Bill on Rights Section five says "No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances."
This is the reason why the Philippines is the fifth deadliest country for journalist (Salaverria, 2019) because it's not directed to protect the life and right of every journalist to press freedom disintegrating the media.
President Rodrigo Duterte has personally vowed to put the channel and its subsidiaries out of business, even telling its executives to just sell the company. He earlier also publicly spoke about his ire against ABS-CBN for not airing his political ads during the May 2016 elections, where he eventually won. However, Calida insisted that the case is not motivated by politics. (CNN, 2020)

Last May 4 the franchise of ABS-CBN has expired and the government denies for renewal because of the "network’s alleged violations of its franchise, the Constitution, labor and tax laws, and biased reporting and meddling in politics." (Dela Cruz, 2020) "The National Telecommunications Commission has since ordered it to cease its television and radio operations and to stop broadcasting its TV Plus and Sky Direct channels." (Cepeda, 2020)
When the dual citizenship of ABS-CBN chairman emeritus Eugenio “Gabby” Lopez III was questioned, the Department of Justice confirmed he is both Filipino and American. Bureau of Internal Revenue officials also repeatedly told lawmakers that ABS-CBN had been paying the proper taxes in the past two decades. (Cepeda, 2020)
Even the defenders of ABS-CBN in the House of Representative insisted the network deserve a new franchise because the government officials cleared them of any wrong doing. Which is ironic because the government agencies contradicts the allegations of lawmakers.
The hearing ended with 70 votes denying the network for franchise renewal and 11 in favor, two inhibited and one abstained.

THE LONG FIGHT FOR FRANCHISE OF ABS-CBN: DENIED

Amidst of the Covid-19 pandemic, Philippine TV Network ABS CBN was being shut down by the Government and other organizations related. In this kind of situation, Filipino people needs more information about the update and status of the unseen foe, covid-19. Does, the Government needs to focus more on important matters related to current pandemic than tackling in the shutdown of the TV network.
This year 2020, this is the second time that ABS-CBN has been ordered to shutdown again, May 05, 2020 it went off-air and also the DZMM and MOR. It’s quite dismayed some people, because now that we have been battling with the unseen enemy, Mass media really plays an important role. And considering the fact that ABS-CBN network is one of the most in demand TV network.
The decisions of the House committee handed their decisions lon July 10, 2020 on the fate of ABS-CBN whether their franchise will be approved or denied. And the decision was denied and not able to grant their franchise.
The following are the several issues or concerns that leads to the denial of the franchise of the ABS-CBN network.
📌Lopez’s dual citizenship
Lopez is a dual citizenship, both a natural-born Filipino and an American citizen. Philippines have constitutional provision stating that “dual allegiance of citizens is inimical to the national and shall be dealt with by law”. Mass media also must be 100% owned and managed by Filipinos.
📌Issuance of PDRs
-Philippine depositary receipts to foreigners allowed foreign ownership in ABS-CBN, which could have violated the 1987 Constitution.
📌ABS-CBN TV Plus Box, KBO pay-per-view
-According to NTC, there is no authorization from them on record allowing ABS-CBN to produce the TV Plus Box containing multiple channels, much less to sell it for profit.
📌Failure to regulize Employees
-The TWG report cited the Department of labor and Employment’s official statement on July 1 declaring that it’s labor standards by ABS-CBN and there are 67 pending cases against the company in the national Labor Relations Commissions (NLCR) and various courts.
📌Tax Issues
-ABS-CBN claimed it’s paying proper taxes, which is allegedly provem by the Tax Clearance is issued by the Bureau of International Revenue. They also maintained that it did not violate the terms and conditions of it’s legislative franchise by availing of tax incentives offered by the government. However, the panel said a tax clearance does not absolve a taxpayer of tax liabilities and delinquencies, nor from acts of fraud or tax evasion.
📌Biased Reporting and Meddling in Politics
-The committee has refrained from giving a finding on the alleged biased reporting of the network, alleged meddling in politics, as well as the content of it’s programs. Where does the Principle of press freedom, fair comment, and self regulation of media militate against any attempt at such ruling.
After the long fight of the ABS-CBN for their franchise, It was ended with 70 votes denying and refusing for their renewal of franchise. 11 are in favor, two are inhibited and one is abstained.

As for now, ABS-CBN is indeed in sorrow and disappointment. After a long years airing and giving news and entertainment to people, this year ended their service.
“We remain comitted to public service, and we hope to find other ways to achieve our mission,” ABS-CBN president and CEO Carlo Katigbak said in a statement following the panel’s vote.
“Together with our employees and our audiences all over the world, we share in your sadness over this setback,” he said. “We look forward to the day when we can again reunite under our broadcast,” he added.

The Wedding Banquet
When we talk about Ang Lee, many people will think about his famous gay movie " Brokeback Mountain ", but few people know that Brokeback Mountain is only the Ang Lee's second queer movie. And what I want to talk about is the queer movie "The Wedding Banquet" which directed by Ang Lee in 1993. This is the first queer movie that he directed in his career, and this film also paved the way for his later movie "Brokeback Mountain ".
The general drama of the story is: Gao Weitong (Chinese) cohabited with his American boyfriend, Simon, for many years, but he was constantly urged by his parents in Taiwan to marry a woman and built a new family. Simon proposed that Gao Weitong pretend to marry the mainland female painter Gu Weiwei, which would not only enable Weiwei to obtain a legal status as a US citizen (green card), but also to cope with his parents. But Gao Weitong’s parents suddenly came to the United States. And his father wants to take the Asian tradition and lively wedding banquet. After the wedding banquet, Wei Tong had sex with Weiwei and made her pregnant. Simon, therefore, have a conflict with Weitong. The secret of Gao Weitong’s homosexuality was also known to his parents, causing conflicts between families. At the end of the film, Gao Weitong finally got the understanding of his parents and Gu Weiwei and formed a new happy family with Simon and Gu Weiwei.
Ang Lee made this film, undoubtedly to show conflict: the conflict between the East and the West; the 5,000 years heavy history and the fashion of modernization; the conflict between homosexuality and heterosexuality and absolute patriarchal with children's desire for freedom. The value of the "The Wedding Banquet" lies in the fact that Ang Lee expounds this new and old conflict with a bright rhythm and a witty atmosphere; in the narrative of the plot, he tries to reflect on the nature of this traditional ethics and customs; Solve and express as much as possible the main ideas and attitudes towards this contradiction ("Mom, dad, I didn't do wrong!", 2018). But unlike other people who want to put these issues in a social or higher dimension to discuss, Ang Lee puts these issues in a small family and presents them in a banquet. Take Ang Lee as the example for a kind of director, their films are more concerned with how individuals and families face these conflicts. This is the main feature of their films. Similar films include: "The Gua Sha treatment "Siao Yu" "Full Moon in New York" and more. In the film, Ang Lee shows his positive attitude towards these conflicts by depicting the family's experiences. Especially, in the end, the good ending he arranged for this family proves this.
Although compared with the content about cultural conflicts, queer content does not seem to be worth mentioning in this film, and can even be understood as part of a cultural conflict. But we still have enough reason to classify it as a great queer movie. Ang Lee uses resistance as a way and methods of expressing queer. This resistance is not only a simple rebellion against heterosexual ideology but also a rebellion against patriarchal power, Chinese traditional family view and so on. At the same time, Ang Lee not only used resistance but also included many compromises. These compromises can be seen as a kind of obedience, which contrasts with the resistance behavior and better highlights the meaning and identity of the queer content of resistance process. For example, the bare body is part of it. The representation of the body is a source of power, which is visual symbolism aims to appeal for constructing homosexuality as a way of resistance against heterosexual domination (Tian, 2014). In the film, Simon maintains the image of the naked body. We can often see his strong muscles through his open clothes. On the contrary, Gao Weitong is relatively conservative in the film, we can see that he wears well most of the time. But Gao Weitong not always does this. At the beginning of the film, we can see the body exposed by Gao Weitong while exercising in the gym. The movie also has several close-ups here. At the same time, Gao Weitong also had several short time naked bodies in the film, and most of them were intimately interacting with Simon. It is easy for us to see in Gao Weitong that the naked body is a sign of resistance, a struggle for rights, and a desire for expression. Relatively well-dressed is a compromise to patriarchy and heterosexual ideology. The state of resistance and compromise coexistence is the expression of Gao Weitong queer identity. The multiple representations of the homosexual body and desire in the film establish the authority of homosexuality and displace heterosexuality from the central position in gender politics (Tian, 2014).
More importantly, this film provides a lot of references for us to study queer from the perspective of globalization and localization. Caution must be taken to avoid imposing the worldview of researchers on the sense-making of participants whether under the guise of academic imperialism, gay imperialism, or the Western gaze (Goltz, Zingsheim, Mastin, & Murphy, 2016). This also represents the study of the queer problem in Asian countries, which represented by China, we must have a general understanding of their culture. Ideally, surveys must be based on ethnographic methods, rather than observations and inferences with subjective opinions. For example, the family issues highlighted in the film. The Chinese family is based on the absolute patriarchal rule and Confucian ideology, which also means that male members of the family will have more responsibilities in their lives, and the inheritance of the family as the greatest responsibility. This duty of responsibility is a serious influence on the expression of the queer identity of Chinese men. These performances in the film are that Gao Weitong's parents rushed to the United States, urged him to marry, and repeatedly expressed his desire for next generations: for example, discussing Gu Weiwei's fertility, directly expressing the desire to want a son, and Before the Banquet, Gu Weiwei was fed a special porridge to strengthen her fertility. At the same time, Gao Wei’s performance in the film conflicts with his queer identity, such as fake marriage, the original motivation is the family responsibility he must bear. Gayness, as a sexual and social identity, is seen to interfere "with the ability to perform one's role in the family", thus becoming a family matter (Cho, 2009). To understand this family problem, we must have a certain understanding of Chinese culture.
Queer is not just about sexual/gender identities, but the process of cultural identification, expression (Doty, 1997). This film undoubtedly provides a great reference for us to study the queer problem in the Asian cultural background. But if we do research based entirely on this film, it will cause many problems. After all, this is the early film of Ang Lee before he formed his personal style. It can be said that this film was created to cater to the market, that is, the American market. The film also exaggerates a lot of Confucian values, patriarchy, and the characteristics of some Chinese. The best description of the status quo of China and most Asian countries should be: tradition and modernization coexist, advanced ideas and old ideas combine. The description of Ang Lee in the film can be seen as a stereotyping. It is based on his own understanding of culture and then processed into what Americans think or want to see. Similar problems also appear in “black movies”: blacks are described as victims, full of violence, and good at music. The excellent queer films in recent years, such as Moonlight breaks down these assumptions in often conflicting ways and succeeds in foregrounding how black queer youth are often criminalized when they attempt to express themselves and/or defend against bullying and harassment (Sikivu, 2017). They pay more attention is paid to breaking the traditional image and thus shaping a new identity. And this is where Ang Lee didn’t do it.

I really like the work Edward Yang produced, in particular the movie called A One and a Two. I like the fineness within the way he portrays the characters in the movie, as well as his sense of beauty in filmmaking.
In addition, I also want to recommend a director, her name is Sylvia Chang. She is also an actress. I love the movies which are directed by her called Siao Yu and 20 30 40. Looking at various relationships and ages from a female perspective, the delicate descriptions fascinated me.

An abuse of press freedom or a law we need to follow?

There are big questions rose after the National Telecommunications Commission (NTC) issued a cease-and-desist order demanding ABS-CBN Corp. immediately cease all broadcasting. It is an order that dictates any form of broadcasting made by the network will be recognized as illegal or suspicious.
Is it an abuse to press freedom? Or just a law we need to follow? Does history repeating itself?

Prior to the 2020 shutdown of ABS-CBN it also happened way back the 23rd of September year 1972 when Former President Ferdinand E. Marcos declared “Martial Law” which forcefully closed different radio and television stations including newspapers except others who’s in favor of the President which excludes the stated network (ABS-CBN).

After receiving the cease-and-desist order given by the National Telecommunications Commission (NTC), ABS-CBN released a statement which gave importance on providing crucial and timely data for the people amidst the pandemic happening in the world. House Speaker Alan Peter Cayetano gave an assurance to the network that there would be no move to shutdown it. Regardless of the situation, the network still made ways to provide information to the public which clearly their right.

After the expiration of franchise in May, the network had been forced to off air. July 10, 2020 is the second time that ABS-CBN had been shut down by the government. This issue really contradicted the freedom of the press as accorded in Constitution Section 4, Article III of the Constitution provides that “No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances.”

The first announcement of cease-and-desist order of the big media (ABS-CBN) caused a lot of rallies and protests towards the National Telecommunications Commission (NTC) and the government itself starting with the #NoToABSCBNShutdown which became trending on all social media platforms most especially on Twitter. This hashtag trend also made way for different hashtags like defending press freedom and support to the existence of the network.
After 2 months of being temporarily shut down, the franchise renewal of the network heard 13 times in the Congress considering the last hearing as the decision if they would allow ABS-CBN to renew their franchise or not.
The request for renewal of franchise of ABS-CBN Corp. was denied by the House of Representatives Committee on the 13th Hearing, July 10, 2020.

it will insert 5 times the values at once

file_contents += reader.ReadLine
It is adding to initial file_contents variable so when it is split to create arrayOutput the top 7 array elements are always the same.
Maybe try file_contents = reader.ReadLine so you only split one line per iteration.
